Ticket: #444 - Chapter Request Sent - pop up = text and advisor order

The ticket moved to the Fixed filter.

Ticket changed from In Progress to Fixed status.
Comment: updated the code ti sends the Chapter Create Email to:
the chapter creator
every valid Chief, Country, Region, and State Advisor covering the saved chapter
valid manually assigned chapter advisors only when they still hold an explicit site-advisor assignment
Removed the configured founder-email notification.
