Yes, this has changed at least 3 time.  Use to you could do it from the member page, the region page and the manage advisor page.
You indecated haing more than one way to do something was bad, so its been simplified to just be via manager advisor,

I added a screen show of the 1-2-3 step workflow for Managing Advisors from the Admin page.
I should have some time later this afternoon/evening if you want to try and connect by phone
